For the asphalt trail (8” plus 2” shoulder in each side) crossing over the railroad, observed on the attached “Chenoa Rt 66 MUP Crossing” pdf, the railroad company is requesting the installation of steel tubular bollards (see the “Hinge Post Bollard” attachment) on each side of the crossing (where the blue dot is shown on the “Chenoa..” pdf) to avoid unauthorized vehicles, such as ATVs, golf carts and some vehicles. The Old Route 66 is running parallel to the trail, and it has posted speed limits of 45 mph and 55 mph to the south and north of the railroad crossing, respectively. As you know steel bollards create fixed-object hazard that increase injury risk if struck by errant vehicles and create liability concerns, and I am not sure if this type of hinged bollard has been successful crash tested.
We are wondering if you have any concerns with moving forward with these bollards at the approximate location shown. If so, could you please recommend any alternative options for this location?

I would agree that these bollards represent a rigid hazard and could be an issue if used to shield the bike path within the clear zone.
Looking at the website, the bollards are not designed to release on impact. The hinged function appears to be for dropped or collapse when one want to change the allowable traffic.

As such, you would want to ensure that these are kept out of the clear zone area as much as possible.
Another option would be to use delineators like reflective plastic posts. These are less of a hazard than a bollard and may have a very similar effect on the offenders.
