Question About Trailing Anchor Plate

We have received some questions from our maintenance office about the anchor plate on our trailing anchors.  As you can see in the image below, our standard calls for no welding of the anchor plate bearing plate to the anchor plate, but we often see these welded together.  I also feel like I have seen the bearing plate welded to the anchor plate in several MASH tested anchors.  Does it matter whether the pieces are welded together?

We have always used brackets where the bearing plate is welded to the anchor plate. This tends to seat the anchor cable and apply the load to the anchor assembly more consistently. I think that is largely true for most proprietary terminals as well.
